Overview

UNITAR, as the Secretariat of the One UN Climate Change Learning Partnership ( UN CC:Learn), supports the Government of Kenya in developing a National Climate Change Learning Strategy aligned with the Nationally Determined Contribution (NDC) and the National Adaptation Plan (NAP). The strategy aims to identify short-, medium- and long-term actions as well as policy recommendations to build a strong human resource base to address climate change.

The process of developing the National Climate Change Learning Strategy is led by the Climate Change Directorate (CCD), Ministry of Environment and Forestry, in collaboration with other governmental and non-governmental actors. Key steps in the process include the organization of a national planning workshop, a national mid-term workshop, the development and finalization of the Strategy, and a high-level launch event. UN CC:Learn also provides support for the implementation of selected priority learning actions.

General Objectives of the Contract

The consultant will support the Climate Change Directorate (CCD) in the development of the National Climate Change Learning Strategy, implementation of initial priority learning actions and mobilization of resources for the further implementation of the Strategy.

Responsibilities

Under the general supervision of the Director of the Planet Division and Manager of UNITAR’s Green Development and Climate Change Programme Unit and the instructions and guidance provided by the Director of the Climate Change Directorate (CCD), Ministry of Environment and Forestry of Kenya, and in collaboration with FAO Kenya Office, the consultant will be responsible for:

  • Regularly assisting CCD in liaising with and reporting to the national coordinating mechanism for climate change with regard to the UN CC:Learn project;
  • Regularly liaising and coordinating with the UN CC:Learn project Task Team, composed of representatives of CCD, the Kenya Climate Change Working Group (KCCWG), other key ministries and stakeholder groups;
  • Coordinating the development of a background study and stakeholder analysis;
  • Organizing a national planning workshop;
  • Coordinating an assessment of learning needs and institutional capacities to deliver learning;
  • Organizing a national mid-term workshop;
  • Supporting the development, finalization and dissemination of the National Climate Change Learning Strategy;
  • Organizing a high-level launch event;
  • Coordinating the development of at least five (5) activity sheets for the implementation of priority learning actions and identifying possible sources of funding;
  • Ensuring the implementation of three (3) priority learning actions, including one (1) directly supporting the implementation of the NDC Partnership Plan of Kenya;
  • Ensuring regular communication with project stakeholders;
  • Writing reports and press releases on UN CC:Learn events and activities in Kenya;
  • Assisting CCD with any other elements of the UN CC:Learn project, as necessary.

The UN CC:Learn Guidance Note for Developing a National Climate Change Learning Strategy Strengthening Human Resources and Skills to Advance Nationally Determined Contributions (NDCs) and National Adaptation Plans (NAPs) provides useful supporting information.

Measurable Outputs/Deliverables/Schedule of Deliverables

  • Background report and stakeholder analysis delivered

  • Four (4) activity sheets produced and validated by the CCD and the UN CC:Learn secretariat

  • High-level launch event successfully conducted, with good media coverage
  • Article/press release written for each event and shared with the UN CC:Learn Secretariat and the local media.

Minimum experience

Minimum requirements

  • Advanced university degree (Master’s degree or equivalent) in a field relevant to environment, politics, economics, education or social sciences;
  • Minimum of 5 years of professional experience, ideally related to project management;
  • Pr oficiency in English required.

Desired requirements

  • Experience working on multi-stakeholder climate change projects an asset.

The Consultant will report to the Director of the Division for Planet and Manager of the Green Development and Climate Change Programme Unit, UNITAR
