Program / Department Summary

This program will be a Multi-Year Emergency Food Security Activity (MYE), funded by the United States Agency for International Development — Food for Peace (FFP), with a goal to enhance food and nutrition security, reduce future humanitarian caseload, and improve the resilience of communities to recurrent shocks in one of five sub-regions of South Sudan.

General Position Summary

Mercy Corps is seeking a Positive Youth Development (PYD) Advisor for an expected three-year MYE program. The PYD Advisor will be responsible for leading the implementation of youth integration and engagement strategies aimed at ensuring that program activities result in positive outcomes for male and female participants of different target age groups. S/he will have overall responsibility for building team members’ and partners’ capacity to apply USAID’s PYD Frameworkand promising practices to include young people in increased decision-making, agency, participation, and leadership opportunities. The PYD Advisor will apply a trauma-informed approach to activities with young people – guided by USAID’s Social and Emotional Learning and Soft Skillsand Education in Crisis and Conflict Network resources.

Essential Job ResponsibilitiesStrategy & VisionOrganize and conduct a youth analysis during the first three months of the program and serve as the lead for any program-related youth assessments; including the analysis and interpretation of sex- and age-disaggregated data.Develop youth integration and engagement/empowerment strategies, oversee the implementation of these strategies and adapt and improve them as needed.Work closely with the relevant team members, community stakeholders, and directly with young men and women to develop strategies for youth participation and leadership in agriculture and community decision making.Work closely with the M&E team on youth integration and analysis tools. Explore opportunities for youth to engage in data collection and interpretation to inform activity design and adaptation. Also work with the M&E team to ensure sex- and age-disaggregated data is collected and analyzed. Make recommendations based on assessment findings and regular monitoring to inform program strategies to better meet the needs of young male and female program participants.Work closely with Human Resources team to ensure age and gender considerations are incorporated into the position descriptions of team members. Program ManagementDevelop targeted Positive Youth Development and trauma-informed capacity building activities for program staff to promote the integration and engagement of young men and women.Document processes and achievements to ensure impact and best practices are captured,disseminated and acted upon. This will include the continual re-evaluation of program activities and information, with resulting activity adjustments in keeping with new insights. Influence & RepresentationDevelop relationships and linkages with organizations implementing other donor-funded programs focused on youth in South SudanIdentify, build and manage collaborative partnerships with consortium partners, donor, local governments, community members, and other stakeholdersCollect and share learnings and best practices from this program with community, national and international actors, including USAID FFP knowledge and learning efforts (SCALE, IDEAL, etc.) Organizational LearningAs part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve, we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves. Works Directly With:Sector leads/program managers, program Gender and Gender Based Violence Specialist, social and behavior change staff, Monitoring & Evaluation staff, field teams, technical support unit, partner organizations

Knowledge and ExperienceMA/S or equivalent experience in international development, political science, women’s studies, economics, sociology or other relevant field.5-7 years’ experience in gender and youth development work including experience on Positive Youth Development, meaningful youth engagement and advocacy, and trauma-informed approaches. .Demonstrated capacity to lead the collection, analysis and utilization of information from a broad range of sources to ensure effective integration of sex- and age-considerations throughout the program’s duration.In-depth understanding of gender, age and other socio-cultural factors in the context of emergencies and food security programming.Ability to foster commitment and build capacity among project staff and in-country actors around gender and Positive Youth Development.Fluency in written and oral English. Must be able to read and interpret documents,and communicate with others as necessary to perform job duties effectively.Language skills in Arabic, Nuer, Dinka or other languages used in South Sudan are a plus. The ideal candidate will have a strong curiosity for understanding and working effectively within the complex cultural, political, security and social environment of South Sudan. S/he will be an excellent communicator, multi-tasker, and able to work in ambiguous situations. S/he will be a tolerant and flexible individual able to work in difficult and stressful environments and follow procedures. The successful candidate will be focused on team-building and capacity-building of national staff; be a strategic thinker, have strong skills in Positive Youth Development and dynamic approaches to youth engagement, and be able to maintain a sense of humor.

Living Conditions / Environmental Conditions

This position is based in Upper Nile State in South Sudan. Secure housing will be provided by Mercy Corps with some restrictions on freedom of movement beyond the house/office. The location is unaccompanied. Staff have a moderate degree of access to basic services medical, electricity, water, etc, with travel to deep field locations where access to basic necessities is limited. This position is eligible for hardship and/or R&R benefits.

Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.
