    This position is located in the Office of the Director, Global Strategic and Policy Division (GSPD), Office of Human Resources (OHR), Department of Management Strategy, Policy and Compliance (DMSPC). The incumbent reports directly to the Director.

    Responsibilities

    Under the supervision of the Director, GSPD/OHR, the incumbent will be responsible for overseeing and coordinating the preparation and implementation of the work programme of GSPD through regular reviews, assessments, drafting reports, evaluations and other communications and provides effective reports and analysis as follows:
    •Analyses new strategic HRM needs, including policy implications, and defines implementation strategies, including for streamlining of processes and improving working methods through the introduction of technology-based solutions for human resources;
    •Initiates and coordinates with other parts of the Department, clients and other stakeholders on strategic human resources management policy and programme formulation, development, monitoring and implementation of innovation in all areas of talent management;
    •Leads or participates in teams involved in human resources management (HRM) innovation, and change management;
    •Monitors programme implementation an identifies opportunities and risks in the implementation of strategic plans and proposes corrective measures;
    •Coordinates and supervises preparation of statements, reports and other material requiring consolidated response from GSPD, including to the General Assembly and other entities, such as oversight bodies, responses to audit requirements;
    •Ensures follow-up, as necessary, and monitors implementation of recommendations made by the Assembly, oversight bodies and auditors; participates in meetings of legislative bodies and other entities;
    •Produces major/complex reports for management;
    •Performs other related work as required.

    Education

    Advanced university degree (Master’s degree or equivalent degree) in business or public administration, human resources management, law or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

    A minimum of seven years of progressively responsible experience in administration, human resources management, programme planning and management or related field is required.
    Experience at the international level in human resources strategy and policy formulation and implementation of innovation is required.
    Experience in drafting complex reports, communications and presentations is required.
    Experience in change management is desirable.
    Experience with representation at or support to intergovernmental bodies and other entities is desirable.

    Languages

    English and French are the working languages of the UN Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.

    Assessment

    Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    United Nations Considerations
