GOAL has been present in Sierra Leone since 1999, with an overall aim to contribute to poverty and vulnerability reduction through the implementation of integrated, multi-sectoral interventions, with a primary focus on improving Reproductive, Maternal, Neonatal, Child and Adolescent health (RMNCAH) specifically addressing teenage pregnancy. GOAL is also improving rural water supply, urban WASH focusing on faecal sludge management and promoting social inclusion, empowerment and the promotion of decent work through systems-based programme approaches and community led social and behavioral change. GOAL currently operates in Western Area Urban (Freetown), Kambia, Bombali, Koinadugu, Moyamba and Kenema Districts, with funding from Irish Aid, Bill & Melinda Gates Foundation, the European Union, Charity: Water and DFID.

General Description of the Programme

GOAL is working with the stakeholders and is focusing on the support to DHMTs and Freetown City Council, Water directorate in planning and management to improve reproductive health and WASH outcomes.
GOAL Sierra Leone is delivering programmes in 6 districts particularly in WASH, Adolescent sexual reproductive health, health system strengthening and inclusion. In Freetown and Kenema, GOAL implements WASH programming (FSM project utilising the systems approach in Freetown funded under DFID, Gates Foundation & Irish Aid and rural WASH with a focus on sanitation marketing, water points sustainability in Kenema funded under CW and IA).

In Freetown, Kenema, Kambia, Bombali, Koinadugu and Moyamba GOAL is implementing health system strengthening including clinical mentorship pilot in Kenema funded by DFID and Irish Aid and an Inclusion Programme focusing on the promotion of decent work through advocacy particularly on the situation of informal sector workers, anti-human trafficking and child labour in collaboration with the World hope International and Sierra Leone Labour Congress funded by the European Union.

Overview of the role Overall objectives

In close coordination with the ACD-P and CD, the MEAL Coordinator will:

Ensure the effective implementation of MEAL activities across the country programme, with a specific focus on ensuring programme monitoring learning informs programme developmentContribute to the overall planning and strategic direction of GOAL s programme in Sierra LeoneProvide leadership, management and technical support to the MEAL team in Sierra LeoneLead and provide in country technical MEAL support in programme development for any new funding opportunities.

Main responsibilities

The primary responsibility of the Monitoring, Evaluations, Accountability and Learning (MEAL) Coordinator is to support the Assistant Country Director Programmes (ACD-P) and Country Director (CD) by ensuring robust and well-structured monitoring data and provision of real time analytics to guide the quality of the programme and implementation.

Key Responsibilities:

Leadership and Management

Lead GOAL s MEAL and Management Information Systems (MIS) team (based in Freetown, Kambia and Kenema) to ensure that activities are carried out in line with the MEAL framework and work plans.Ensure all programme areas have a cohesive MEAL strategy which allows for an adaptive programme approach and encourage technical coordinators and other senior staff to engage fully.Recruitment and performance management of MEAL staff in coordination with HR in Sierra Leone and Dublin.

Programme Development

Lead the development of theories of change and logical frameworks for all new proposals. Ensure results are logically linked to impact; review process and performance indicators of the project in view of project goals and objectives.Ensure that required MEAL equipment, research projects, surveys, evaluations and staffing are budgeted for in new proposals and grants (in coordination with the ACDP).Participate in and/or co-facilitate grant opening, closing and other management meetings in collaboration with the Programme Development and Quality Manager, Financial Controller and respective Programme Coordinators/managers.

Programme monitoring & quality

Feed into the overall Global and Country-level programme strategy, providing data and analysis as required for strategic purposes and new programme design, including proposal development.Develop and maintain MEAL plans, frameworks, data collection, tracking tools, and databases to ensure that timely and quality routine project monitoring takes place.Ensure use of Power BI software to facilitate near real-time analysis for each sector, promote learning, and work with the to initiate timely evidence-based corrective action where requiredCoordinate, supervise and review all assessments, evaluations and research – Initiate and work with Program Coordinators in designing and conducting programmatic analysis, surveys and evaluations Commission (through a tender or partnership process) or facilitate internally all needs assessments, research and evaluations, working closely with the Technical Coordinators.Lead the development of internal data reports (Project Indicator Tracking Reports, Global Indicators, Annual Country Plan) for Dublin and other reports or updates as needed.With the programme coordinators, lead on the routine donor reporting including reporting on indicator progress and project learning and Ensure that routine project monitoring takes place on time and that GOAL delivers on all internal and external MEAL requirements in a timely manner and with high quality information.Ensure compliance for all participants and beneficiaries in terms of data privacy, informed and signed consent and data protection.Coordinate with the Global MEAL and technical teams on any joint country initiatives or feedback on development of organizational research and evaluationBe an advocate for learning in the programme ensuring that learning is captured and shared effectively, including case studies.

Accountability

Oversee the roll out of activities and training within the GOAL Sierra Leone Accountability Framework.Oversee the Complaints and Response Mechanism to ensure effective communication and use of monitoring data and feedback/complaints to improve current programming, including development of agreed recommendations to ensure continual improvements to the quality and appropriateness of programme activities.Ensure all serious complaints are escalated as per GOAL procedures and that routine accountability reporting is shared with GOAL HQ

Information systems

Oversee and guide GOAL s data management procedures ensure that there is sufficient equipment, staff capacity and software to collect data via mobile data collection and visualize it appropriately (currently GOAL SL uses the CommCare platform, and presents data using PowerBi).Ensure new and existing programmes and MEAL staff are trained on the necessary software (including but not limited to PowerBI and Commcare).

Essential Requirements:

A minimum of three (3) years overseas practical working experience in a managerial capacity with M&E or Accountability activities within a humanitarian programme or similar; experience in distance management a plusExperience working with large donors e.g. USAID, Bill and Melinda Gates Foundation, Irish Aid, DfID or similarStrong knowledge of and demonstrated practical experience MEAL methodology (particularly appropriate quantitative and qualitative/participatory sampling and research methods), data analysis and report writing.Demonstrated skills in analyzing, interpreting and communicating information to various stakeholdersAdvanced skills with MS Office (particularly Excel) and experience designing applications/forms with ODK-based digital data collection software (e.g. CommCare, SurveyCTO, ODK, iFormBuilder, Kobo, etc.) Experience working with Power BI preferred.Good communication, interpersonal and motivational skills and a proven ability to lead a team under challenging field conditionsExperience with facilitation, capacity strengthening and partnership building, with the ability to empower staff through opportunities for growth & developmentExcellent oral and written communication skills, ability to work well with people, good judgment and commitment to GOAL s objectives and policies.Fluency in English (written and spoken)

Desirable

Formal qualifications at graduate or postgraduate level in monitoring and evaluation, ICT4D, International Development or other relevant MEAL subjectKnowledge of statistical software packages, such as SPSS, Stata and/or R preferred.Previous experience with leading and managing studies and consultantExperience in Sierra Leone or West AfricaFemale candidates are encouraged to apply
