Background

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Special Monitoring Mission to Ukraine (SMM) is an unarmed, civilian mission, present on the ground 24/7 throughout Ukraine. Its main tasks are to observe and report in an impartial and objective way on the situation in Ukraine; and to facilitate dialogue among all parties to the crisis. The Mission contributes to reducing tensions and to fostering peace, stability and security. The Mission engages with authorities at all levels, as well as civil society, ethnic and religious groups and local communities. The Mission gathers information and reports on the security situation; and establishes and reports facts in response to specific incidents, including those concerning alleged violations of fundamental OSCE principles. The Mission currently foresees around 1,500 Mission members spread across 10 Monitoring Teams and budgetary resources of about EUR 100 million.

The Special Monitoring Mission to Ukraine (SMM), in line with the OSCE Action Plan for the Promotion of Gender Equality, is committed to further improving gender balance among staff in all areas and levels within the SMM. Applicants are hereby notified that the Special Monitoring Mission to Ukraine (SMM) is designated by the OSCE as a non-family duty station. This designation is based on the fluid and dynamic working environment in the SMM. The currently prevailing working conditions in the duty station may include working in a hazardous location with extended hours of service, and possibly curtailed freedom of movement. Successful candidates who are appointed to locations deemed by the OSCE as hazardous will receive hazard pay. In addition, all successful candidates will be required to participate in the OSCE accident and life insurance scheme in accordance with the OSCE Staff Regulations and Staff Rules.

Tasks and Responsibilities

Under the direct supervision of the Head, Human Resources Management (Head HRM), as Learning and Development Officer, you will manage and direct the work of the HR/Learning and Development Team. The Team, which is within the Section of the OSCE Special Monitoring Mission to Ukraine (SMM), currently comprises nine staff/Mission members and is responsible for the co-ordination, implementation, management and support of all learning and development activities throughout the SMM.

More specifically, you will be responsible for the following:

Managing the operations of the Learning and Development Team, which include overseeing the development, implementation and day-to-day execution of the internal learning policy related to reviewing and endorsing learning needs; carrying out programmatic and administrative tasks necessary for the functioning of the Team, preparing program outlines, managing staff performance and recruiting of staff for the Team; Ensuring the development and implementation of identified training priorities and learning initiatives in line with plans and needs of the organizational units across the SMM; overseeing related learning processes and programs to be conducted in a transparent, consistent and fair manner across the SMM; Providing advice to organizational units on learning policy, capacity-building, enabling learning activities and utilizing staff talent, skills and knowledge in accordance with job-specific functions; Ensuring effective implementation of the OSCE Performance Management Process (PMP) across the SMM in close co-operation with the Chief HRM; Contributing to the development of necessary learning modules and ensuring that users receive appropriate training in the use of the modules; Working on the development of the learning and development budget for the SMM and preparing the bi-annual work plan of the Team; Enabling and ensuring the management of activities in transferring knowledge and skills for the SMM Mission members in accordance with progressed policies and standards; Managing the sub-programme on learning and development in the SMM; developing and implementing related policies and ensuring consistency of standards and establishing quality control across the Mission; Enabling and supporting new initiatives of the Learning and Development staff members and other internal/external training and learning experts in order to create best practices for on-the-job development; Continuously providing a clear sense of direction for the overall work of the Learning and Development Team including provision of regular feedback for on-the-job performance and behaviours; Evaluating and reporting on the impact and effectiveness of the Mission’s capacity-building and training programmes that are needed for the Permanent Council, participating States, and Ambassadorial Briefings; co-ordinating with a network of learning focal points in participating States with a view to provide the necessary support to pre-deployment and subject-related training activities; Liaising closely with partner organizations of the OSCE and SMM on training matters to ensure consistency of learning and training policies and standards; Performing other duties as assigned.

Necessary Qualifications

  • Citizenship of an OSCE participating State, excluding the citizenship of Ukraine;
  • First-level university degree in human resources, business administration, law, social sciences or related field(s);
  • Minimum of six years of professional work experience and track-record of excellence as a people manager, or in human resources; three years of which work in talent management, learning, leadership development will be highly desirable;
  • Ability to supervise staff and motivate a team, and work in a deadline-driven environment;
  • Demonstrated experience and success in designing and implementing best-in-class talent development programs and leading in complex international entities with globally diverse workforce;
  • Experience in an international organization, preferably partly in a mission environment;
  • Experience in research, analysis and synthesis of data and production of reports;
  • Professional fluency in the English language, both oral and written, and the ability to communicate clearly and concisely;
  • Ability to guide activities for positive organizational culture through appropriate programs and propose changes to related OSCE policies, staff instructions that relate to staff learning, development and welfare;
  • Ability to identify issues, formulate opinions, present conclusions and offer recommendations;
  • Ability to effectively communicate and advise managers and non-HR experts on complex recruitment related situations;
  • Gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience with Microsoft applications;
  • Working knowledge of Ukrainian and/or Russian language(s) is an advantage.

Remuneration Package

Monthly remuneration subject to social security deductions is about USD 5019 to which is added Board and Lodging Allowance (currently EUR 125 per day subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
