If you are passionate about making a lasting difference for Palestine refugees, this role will be responsible for leading and managing the Protection Division at headquarters and coordinating and supporting the development and implementation of policies, practices and activities related to the protection of Palestine refugees in all the fields of the Agency s operations: Jordan, Lebanon, Syria, West Bank and the Gaza Strip.
The main responsibilities include:
Planning, directing and managing the work of the Protection Division, including developing a realistic and achievable work-plan, staff supervision, budget and financial management; providing strategic leadership and management support to professional staff working to mainstream and integrate protection, disability and gender in all aspects of the Agency s work across the fields;
Overseeing the development and implementation of UNRWA s protection strategy and associated operational plans, including through programmatic interventions and advocacy activities, and ensuring that the strategies and plans are regularly reviewed and updated, and their results monitored and evaluated;
Coordinating protection activities across the Agency through the Protection Working Group at the headquarters level as well as with UNRWA s focal point on protection issues;
Developing and supporting protection activities at the field level, specifically through providing technical support and advice to protection teams in the field offices;
Developing and keeping under review protection policies, guidance, and procedures, ensuring that these reflect best practice and complement UNRWA s programmes;
Providing practical information and guidance to staff on the use of UNRWA s protection tools and methodologies, identifying protection training needs and coordinating with other UN agencies and NGOs working on protection;
Conditions of service
UNRWA offers an attractive compensation package including annual salary starting at $87,108 net tax free with post adjustment of 45.6% (subject to change without notice). All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Other benefits, subject to eligibility, include:

To qualify for this position, you will need:
Education
Advanced university degree (Master s or equivalent) from an accredited educational institution in law, social or political science, international relations or related fields, with a focus on international human rights, humanitarian law and/or refugee law as required; a first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree;
Work
experience
A minimum of 10 years of progressively responsible and relevant professional experience, including positions of significant responsibility in country-wide protection operations, as well as two years of international experience at international level outside one s home country;
Language(s)
Excellent command of written and spoken English.
Desirable qualifications:
Familiarity with relevant organizations of the UN system (e.g. OHCHR, UNHCR, UNICEF and OCHA);
Familiarity with the work of non-UN organizations working in protection-related fields;
Knowledge and understanding of the Palestine refugee situation and the political context of the Middle East;
Working knowledge of Arabic.
Additional information:
The incumbent will be required to travel frequently within, and occasionally outside the Agency s area of operations in the Middle East.

Proven ability to pioneer protection approaches in programmes and operational settings;
Strong organizational skills and ability to coordinate and manage a diverse array of responsibilities.
