Deputy Field Program Representative

Genocide Recovery and Persecution Response – Learning and Pilots (GRPR L&P)

Project Summary:

The Genocide Recovery and Persecution Response (GRPR) activity is implemented by Management Systems International (MSI) under its Governance Integration and Stabilization for Resilience (GISR) Project of the USAID MENA Bureau.

USAID launched the GRPR program to guide its efforts to help ethnic and religious minorities affected by ISIS heal and restore their communities, support economic recovery, and prevent future atrocities. The purpose of this GISR-supported activity is to explore effective approaches to aid survivors of gender-based violence (GBV), through assessments of current services, the design of pilot projects, testing improved interventions, and learning, sharing, and scaling up of promising approaches. Activities will focus on communities in the Ninawa Plains. The GRPR Activity will run until August 2020. Activities supported by USAIDs 2018 Women Peace and Security (WPS) Incentive Fund to counter the negative and destabilizing effects of violent extremism have also been integrated into program for 2019-2020.

The Deputy Field Program Representative position is based in Erbil.

Position Summary:

The Deputy Field Program Representative is part of the programs senior management team. S/he will support the Field Program Representatives oversight of project operations (procurement, finance, administration, human resources, etc.) and provide direct management of conflict and CVE aspects of the program, including the Women Peace and Security (WPS) portfolio. S/he supervises WPS program staff and provides oversight of the full technical team to ensure that the WPS and GBV partners and activities are coordinated conceptually and on-the-ground. S/he will report to the Field Program Representative and serve as Acting Field Program Representative in the Field Program Representatives absence. The position requires travel outside Erbil to other parts of Iraq and Kurdistan to support project activities.

The Deputy Field Program Representative position requires experience in both management and technical fields, with a proven track record of programmatic accomplishment, professional achievement, management competence, and interpersonal skills. This position will last through the duration of the GRPR activity (currently August 2020).

Duties and Responsibilities:

Provide technical direction and guidance of the technical team to support implementation of WPS, incorporate conflict sensitivity into all aspects of programming, GBV pilots, and support monitoring and evaluation.

Supervise technical program staff implementation of pilot programs and other technical activities, including community engagement, developing program materials, and supporting local partners.

Ensure quality control and overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID.

Contribute to strategy and work planning, including both technical activities and budget.

Identify needs for partner capacity building and oversee design and implementation of this capacity building, including drafting scopes of work and overseeing consultants

Provide technical guidance, draft scopes of work and supervise technical consultants.

Draft USAID monthly, quarterly, annual reports and work plans, and other contract deliverables as needed.

Develop technical briefs.

Represent MSI and the project with USAID, USG and Iraqi and Kurdish officials and community leaders in the Field Program Representatives absence or as needed.

Operational:

Oversee operational aspects of the program.

Serve as acting Field Program Representative when the Field Program Representative is in the field or otherwise absent.

Oversee procurement of subcontracts Liaise as needed with subcontractors providing technical or operational services to GRPR, including working with partners to develop scopes of work and activity plans.

Other management, operational, and program tasks as determined by the Field Program Representative.

Qualifications:

Minimum 5+ years development and management experience in a conflict or post-conflict environment

Strong leadership skills and experience managing teams and programs.

Strong understanding of Iraq context including impact of ISIS atrocities on minority communities

Fluency in English and Arabic or Kurdish required (written and spoken); fluency in all 3 languages preferred

Excellent English writing and analytical skills and experience writing reports.

Masters degree in international relations, political science, international development or related field. Focus on countering violent extremism, religious terrorism, or related area preferred.

Demonstrated expertise in programming focused on conflict, CVE, gender, or CVE required

Technical experience in any of the following program areas preferred: conflict resolution, negotiation, MHPSS, livelihoods, legal, or adolescent girls.

Experience working with USAID and understanding of USAID rules and regulations preferred.
