Project Summary:

The DRC Monitoring, Evaluation, and Coordination Contract (MECC) project has been tasked by USAID with conducting a literacy landscape assessment to uncover constraints and opportunities associated with improving the primary education needs – and reading acquisition in particular – among autochthones people (that is, indigenous forest dwellers/Pygmy populations) whose way of life is tied to the forests, national parks and natural reserves in DRC. These communities have traditionally been underserved and USAID is seeking to better understand their education aspirations and needs. This literacy landscape assessment will support the design of the Mission’s new Country Development Cooperation Strategy (CDCS).

Position Summary:

MECC is seeking an education and/or evaluation specialist to: 1) Identify education and literacy-related opportunities, constraints, gaps, and potential approaches to increase access to and to improve the quality of literacy programs in the targeted regions; 2) Identify and assess broader systemic and structural issues within the DRC, including the Government of DRC (GDRC) language of instruction related policies and programs; 3) Analyze the political economy in the targeted regions as it relates to educational services and literacy programs; and 4) Identify security-based constraints to participation in education services.

This consultancy is expected to begin in January 2020and will be about 3 months in duration. The Literacy and Education Specialist will be based in Kinshasa, or any provincial capital city in eastern provinces, and will be required to travel to field sites which include parks of Ituri, Virunga and Kahuzi Biega, for data collection.

Responsibilities:

Conduct a desk review on the education and reading situation in targeted communities.Draft a summary report highlighting key findings and identifying data gap that will inform assessment questions and the field work.Lead the development of the assessment plan, including the assessment workplan and milestones for the various stages of the assessment. The assessment plan will include assessment questions, data collection and analysis methods, tools, etc.Lead and oversee data collection in targeted communities per the assessment plan.Lead data analysis.Draft a report of findings that includes conclusions and detailed recommendations for USAID-funded interventions in education and literacy.Prepare and present findings, conclusions and recommendations to USAID.Finalize report of findings by incorporating client feedback.Other duties as assigned.

Qualifications:

Master’s degree or equivalent work experience in education, social sciences, or international development, or related field.At least 7 years of experience in international development.Five years of demonstrated experience in education and/or literacy, research and/or evaluation in developing countries.Prior working knowledge or experience with indigenous forest communities.In-depth knowledge of the current state of literacy education in the DRC, or in similar environments.Demonstrated expertise in the use of social science qualitative and/or quantitative research methods in the collection and analysis of data.Significant experience working with international donor-funded activities, particularly in USG strategic and activity planning.Experience leading assessments/analysis of education and/or literacy programs, including design, implementation and analysis.Experience working in the DRC or Great Lakes region required.Demonstrated ability to produce and edit reports and technical documents.Familiarity with standard/office IT applications.Verbal and written fluency in English and French.Verbal fluency in local languages, including Kiswahili and languages of the Mbuti and Twa people of the DRC, preferred.Travel to Kinshasa, Ituri, Virunga and/or Kahuzi Biega is required.
