Organizational Setting
The Regional Office for Europe and Central Asia (REU) is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO’s priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO’s strategic response to regional priorities. REU also advises on the incorporation of regional priorities into the Organization’s Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. REU develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs).
The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.
Reporting Lines
The Consultant will work under the overall supervision of the Assistant Director General, Regional Representative for Europe and Central Asia and direct supervision of the REU Agricultural Officer.
Technical Focus
Climate adaptive agricultural practices, plant production, plant protection, pesticide lifecycle management and nature based solutions.
Tasks and responsibilities
The Consultant will provide technical support to FAO’s programme related to agriculture and climate change in the ECA region. Specifically the incumbent will:
- Technically contribute to and provide advice on FAO REU project activities related to sustainable agricultural practices in context of climate change.
- Develop technical analysis, assessment, monitoring and/or reporting frameworks, and related methodologies, tools, systems etc. to support the planning, implementation/delivery and monitoring of programmes of work, projects, products and/or services.
- Provide technical support on testing validating and promoting climate resilient agriculture, nature based solutions, IPM practices adapted to specific cropping systems, on-farm trials using biocontrol (e.g. microbiological preparations) as alternatives
- Support Agriculture and climate change team in responding to country requests for technical and policy assistance to Country Offices on different projects related to the climate resilient agricultural practices such as new production technologies, seed systems, integrated pest management and introduction of different approaches like GIAHS.
- Technically contribute to and provide advice on TCP and GCP projects activities related to climate resilient and sustainable agricultural practices, in particular:
- Backstop the formulation and implementation of plant production, protection projects in the region in relation to climate resilient agriculture.
- Design and conduct research, data collection, validation, to support the development of innovative cross-sector approaches, new tools, technologies, technical reports/publications, and/or trainings (on-job, FFS, etc.) on nature based agricultural solutions and climate adaptive agricultural practices.
- Collaborate in, provide technical backstopping to and ensure the quality / effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, on-line tools.
- Promote international cooperation/advocates best practices, increased policy dialogue and provides technical expertise at international/intergovernmental meetings for strengthening climate resilience in agriculture.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- Advanced university degree in (for Consultants) / University degree (only for PSA) in agriculture, climate change, crop production, plant protection or plant breeding and genetics or related sciences
- Three years of relevant experience in of working in agriculture, crop production, plant protection or plant breeding and genetics or related sciences in the context of climate change
- Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.

- Work experience in more than one location or area of work, particularly in field positions is desirable

- Extent and relevance of experience in FAO project design in sustainable agriculture
