Duties and responsibilities
Generic responsibilities
Evaluate the soundness, adequacy, and effectiveness of operating procedures, and control mechanisms in NRC programmes and support functions and verify their adherence to with NRC’s policies, procedures and guidelines
Act as a focal point for internal, external & donor audits: contribute to defining action points and coordinating management response based on audit recommendations from external and internal auditor’s reports and financial reviews. Follow up on audit recommendations
Determine whether NRC is providing good value for money in its programme implementation, recommend improvements and monitor implementation of agreed actions
Conduct compliance and other trainings promoting increased transparency and accountability in NRC Cameroon and leading to increased knowledge among NRC staff of donor and internal processes, procedures, guidelines, and tools
Specific Responsibilities
Monitor compliance in the implementation of NRC’s policies, procedures and controls through regular spot checks, field visits and in-depth reviews, as agreed
In collaboration with programme and support staff, support the development of a standard filling and referencing system
Act as the country focal point on the Securing Supporting Documentation Initiative -SSDi by training and advising the responsible departments on their monthly tasks.
Conduct spot checks and field visit reports on various aspects of NRC operations and functions, as agreed and requested
Support each NRC field site in compiling updated location-based risk mapping
Prepare internal audit reports for each field site in accordance with national and global guidance, support and monitor the implementation of findings of such reports
Support continuous improvement of operational standards
Contribute to organizational learning and development in compliance and anti-corruption at NRC by sharing learning, experience and best practices with other compliance and anti-corruption practitioners in NRC.
At the direction of the CD, support in internal investigations and produce required reports.
Take a lead on minor casework, allegations of misconduct such as theft, bribery, favouritism and similar.
Support the development of NRC’s compliance framework in Cameroon based on a thorough understanding of NRC’s procedures and guidelines.
Qualifications
- Bachelor’s degree in relevant university field (Audit, Finance, public administration and similar)
- Experience from working in a similar role in a humanitarian/development context
- Full proficiency in spoken and written English and French
- Strong planning, organizational and interpersonal skills
- Excellent analytical, presentation, and reporting skills
- Ability to respond to changing priorities.
- Ability to work independently on own initiative
Personal qualities
- Minimum 2 years’ experience working as an internal auditor/compliance role, preferably including experience in an internal audit function and in the NGO sector.
- Knowledge of donor rules and regulations and of INGO procedures
- Systematic mind-set, attention to detail and capability of structuring a large amount of information in an easy accessible way
