Depending on professional background, experience and family situation, a competitive compensation and benefits package will be offered. The successful applicant will be offered a fixed-term appointment of one year duration or until 31 December 2020, limited to the Special Tribunal for Lebanon (STL). This appointment and any subsequent extension(s) will be subject to terms of the Tribunal’s mandate and/or the availability of funds.

The STL is an international inter-governmental organization with its own independent legal identity and not a United Nations (UN) organization. However, the STL follows the UN common system of salaries, allowances and benefits to its staff members. UN staff members may also serve on loan or secondment from their parent department/office, if selected.

The recruitment process may include a pre-screening exercise, written tests and competency-based interviews.

Responsibilities

RESPONSIBILITIES:

The Associate Trial Counsel will work in the Connected Cases Team in the Office of the Prosecutor (OTP). Reporting to, and under the supervision of Senior Trial Counsel, the Associate Trial Counsel will be responsible for performing the following duties:

  • Conducts legal research and participates in the drafting of written submissions to the Pre-Trial Judge and Trial Chamber of the Tribunal, including the preparation of briefs, motions, responses, and legal and factual memoranda as necessary;
  • Conducts legal research and prepares draft legal opinions on substantive and procedural issues that arise in cases at the pre-trial and trial stages;
  • Reviews the evidence collected for relevancy and makes recommendations as to its sufficiency in light of the elements of the offences charged;
  • Reviews the evidence and makes recommendations as to whether it has been collected according to applicable legal standards and will be admissible at trial;
  • Assists in the execution of the Prosecution’s disclosure obligations;
  • Appears in Court if and when required;
  • Undertakes field missions and other special assignments if and when required.

Knowledge and Skills

COMPETENCIES:

  • Professionalism – knowledge of international criminal law and procedure; broad-based experience in applying legal expertise to an analysis of a range of complex and novel legal issues and problems and in developing innovative and creative solutions. Proven drafting skills. Strong legal research, analytical and evaluative skills, combined with good judgment. Diplomacy and tact.

  • Teamwork – Excellent inter-personal skills with an ability to work effectively with other staff in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity; integrity; strong interpersonal skills; ability to operate across organizational boundaries.

Qualifications

  • Education: University degree in law and admission to practice in a national jurisdiction. A specialisation in criminal law/international criminal law/Lebanese law is an asset.
  • Work Experience: At least two years (four years if in possession of a Bachelor’s degree) of progressively responsible professional legal experience as an admitted practitioner, including experience in the practice of domestic or international criminal law, preferably as a prosecutor. In court experience and experience in examining/ cross-examining witnesses and drafting legal submissions is an asset. Experience in the practice of Lebanese criminal law and procedure is an asset. Experience in complex casework such as terrorism, murder and organised crime cases is an asset. Experience in working with complex technical material, such as telephone data, is an asset. Awareness of the political, historical and cultural context of the Middle East is an asset.
  • Language: Arabic, English and French are the official languages of STL. For this post fluency in oral and written English is required. Working knowledge of the other languages is an asset.
