Short-Term Human Resources and Recruitment Officer

USAID/Armenia Support Initiative, Yerevan

Project Summary:

The Armenia Support Initiative seeks to support the Armenian governments technical and operational capacities to define and deliver on its democratic reform agenda; sustain public support for and engagement in the reform process and provide punctual, strategic technical assistance across all levels of government.

**Please note: Only Armenian citizens are eligible for this position.

Position Summary:

This short-term 3-month position is responsible for general human resources management as well as recruitment and onboarding of consultants, including maintaining recruitment and training files and a database of candidates for short-term technical assistance (STTA) contracts. S/he will work closely with the Operations Manager (OM) and field team to determine recruitment needs, strategy and timelines. S/he will assess performance of the STTA and contribute to the overall goals of the project.

Responsibilities:

Manages HR-related functions within the office, including tracking required trainings, managing employee files and ensuring that Performance Management Reviews are completed in a timely manner.

Develop scopes of work for short-term technical positions and establish recruiting strategy, timeline and selection panel composition.

Conducts advertising and outreach to ensure that local positions are distributed through Armenias wide network of job boards, social media venues, and other recruiting sources; utilizes tech-specific job boards and researches new recruiting tools as needed.

Acts as main point of contact for Headhunter, if engaged, for international STTA positions; additionally, maintains and active presence on LinkedIn and other recruitment sites, and identifies specific international online recruitment platforms that could be used to identify potential candidates.

Screens all candidates, develops short-lists, interviews competitive applicants and conducts biodata and reference checks.

Networks with partners and resource organizations, candidates and their own networks to source qualified candidates.

Works closely with operations staff to ensure that international STTA candidates receive the required security and local information upon arrival in Armenia.

Maintains candidate relationships, keeping applicants apprised of their status and final decision

Maintains recruitment files, as well as an up-to-date database of candidates for various technical positions.

Other duties as assigned.

Qualifications:

A Bachelors degree in human resources management, business administration or other related fields.

A minimum of three (3) years of human resources or recruiting experience; experience with technical recruiting required.

Experience with USAID contracts and general knowledge of Armenian employment laws and practices preferred.

Proven candidate sourcing and relationship building skills.

Effective oral and written communication skills.

Excellent interpersonal and coaching skills.

Skills in database management and record keeping.

Ability to work within a team and multitask.

Professional-level written and spoken fluency in English
