    • Open Data The Portfolio Associate is expected to take on additional assignments to support new initiatives as they emerge.
    • Assume overall responsibility for monitoring of financial resources and accounting to ensure accuracy and reliability of financial reports;
    • Contribute to preparation of Project Work Plans and Project reports (e.g. Progress reports, Final report) and their presentation to the National Project Directors/Project Board for review/approval;
    • Support to preparation of regular updates to Project Board on project results, implementation issues, emerging risks/problems and propose necessary remedial actions;
    • Draft terms of reference for consultants, goods and services;
    • Support in managing project budget and finances;
    • Prepare regular project financial reports for internal and external distribution;  
    • Support in managing project finances in UNDP Financial system Atlas (e.g. preparation of e-requisitions, PO and non-PO vouchers, corrective actions on vouchers etc.); 
    • Assist in project procurement processes. Provide inputs for UNDP procurement plan;
    • Presentation of information for audit of NIM projects;
    • Establish and maintain a system of financial transaction and record keeping;
    • Participate in recruitment and evaluation panels;
    • Assume responsibilities in line with the Internal Control Framework.
    • Maintain good cooperation and coordination between national counterparts, project partners and other relevant stakeholders;
    • Maintain regular contacts with beneficiaries and service providers to ensure relevance and quality of portfolio outputs;
    • Support activities related to assessing capacities and needs of government organizations and partners, in close collaboration with national counterparts at both central and local level.
    • Preparation of briefs, talking points and relevant materials;
    • Participation in and organization of meetings, training sessions, conferences and public events;
    • Maintain registry with contacts.
    • Arranging for travel and accommodation, preparation of travel authorizations, filing of information for DSA payments, processing requests for visas, ID cards and other documents;
    • Assist team members, experts and consultants on travel and logistics matters;
    • Asset management and maintenance for the projects under the portfolio, including computer equipment, furniture and office equipment and vehicles: this will include taking lead responsibility for establishing and maintaining an inventory, and the co-ordination of regular maintenance (and associated record-keeping) of assets, including vehicle registration, insurance and maintenance;
    • Compile data for portfolio management;
    • Draft correspondence on portfolio issues, as required; 
    • Prepare official correspondence; 
    • Establish and maintain filing system, incoming and outgoing correspondence etc;
    • Ensure full compliance of activities with UNDP rules, regulations, and policies;
    • Performing other duties as required.
    • Good portfolio finance management;
    • Portfolio documentation timely prepared;
    • Portfolio, finance and personnel records/files regularly updated and maintained; 
    • Project financial reports prepared;
    • Financial information for quarterly project reports prepared (e.g. Combined Delivery Report);
    • Effective support in travel and logistics provided to team members and consultants; 
    • Assistance in preparation of portfolio annual and quarterly reports provided, data compiled;
    • Efficient accounting and administrative support provided;
    • Portfolio related correspondence prepared;
    • Efficient support to organization of meetings provided, information compiled and minutes of meetings taken and distributed. 
    • Excellent organizational and time management skills;
    • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
    • Demonstrates integrity by modeling ethical standards;
    • Focuses on impact and result for the client and responds positively to critical feedback;
    • Consistently approaches work with energy and a positive, constructive attitude;
    • Builds strong relationships with clients and external actors;
    • Excellent information technology skills, including word processing, database applications, presentation software, and internet;
    • Compliance with UNDP rules, regulations and policies of financial activities ensured.
    • Minimum University Education in the area of social sciences.
    • At least 3 years of relevant experience in project implementation. Work experience in an international organization, government institution, or non-governmental organization would be an asset;
    • Experience in organizational activities; evidence of ability to express ideas clearly; to work independently and in teams; to demonstrate a sense of self-assuredness combined with cultural and gender sensitivities;
    • Proficiency in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling of web based management systems.
    • Strong communication and interpersonal skills.
    • Understanding of Serbia’s political, institutional and socio-economic situation;
    • Familiarity with current policies and legislation on open government, e-government, public administration reform and rule of law; 
    • Familiarity with the main governmental, nongovernmental and international actors in the field of transparency, public administration reform, and e-government will be considered an asset. 
    • Excellent knowledge of written and spoken Serbian and English.
