STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography or other related field, or First University degree with additional years of related work experience and/or training/courses.
Language: Fluency (level C) in English language.
ORGANIZATIONAL CONTEXT
The food security and livelihood (FSL) cluster is co-led by both WFP and FAO and plays a key role in the coordination of FSLC partner activities, sharing information, needs assessment, strategy development, capacity building, ensuring technical standards, advocacy and promoting greater accountability to affected person (elements of the cluster core functions). This position plays a crucial role in supporting good quality food security & livelihood assessments requiring capacity building, quantitative and qualitative survey methods, working closely with the WFP VAM unit and the FAO AFIS unit on supporting IPC and the Food Security & Nutrition Monitoring System (FSNMS) and feeding into the cluster advocacy (based on field level findings) and information management and dissemination.
WFP’s Vulnerability Analysis and Mapping (VAM) unit in South Sudan is recognized as a key source of food security and related information in the country. It is thus engaged in numerous activities including food security and nutrition monitoring system IFSNMS), market assessments, rapid assessments, baseline studies, integrated food security phase classification, and various interagency assessments.
JOB PURPOSE
The Food Security Assessment Officer’s role aims to: support the FSL cluster (WFP, FAO and NGO partners) and WFP/ VAM Unit to provide good quality food security information that can assist in supporting a more effective humanitarian response.
KEY ACCOUNTABILITIES (not all-inclusive)
- Support and lead quality needs assessments that are IPC compatible and that inform more appropriate responses
- Supporting the bi annual Integrated Food Security Phase Classification (IPC) analyses
- Supporting the bi annual Food Security & Nutrition Monitoring System (FSNMS)
- Supporting the fortnightly Needs Analysis Working Group
- Providing data analysis support to FSLC partners
- Training & capacity building: formal sessions, in-field coaching, mentoring of teams going to the field etc.
- Support and engagement with state and county level sub clusters
- Advocacy through detailed and informative report writing & presentations

Food Security Analysis Demonstrates ability to conduct structured food security analysis-Identify underlying macro and micro factors impacting food security of communities and countries. Provides findings and recommendations for the programmatic response.
Food Security Monitoring Manages the implementation of food security monitoring systems. Investigates any observed anomalies in the datasets and informs program management for operational response.
Technical Specialized Knowledge (e.g., Economics, Statistics, Public Health, Remote Sensing, GIS, etc.) Provides managerial and technical guidance for designing and conducting analyses, including computation, interpretation, and presentation of results for food security surveys and key indicators (comprehensive food security and vulnerability surveys, food security monitoring, implementing mobile surveys, market analysis, food consumption scores, coping strategies indices. data disaggregation, etc.)
Food Security Assessment Leads all aspects of surveys including design, implementation, analysis, findings and reporting. Ensures that assessment findings are easily translated into operational programmatic response.
Strategic Operational Understanding Demonstrates strong understanding of country operations to participate in response analysis exercises to improve the cohesion between analytical findings and programmatic response. Constructs evidence base underlying technical and policy advice given to stakeholders.
OTHER SPECIFIC JOB REQUIREMENTS
- Experience working in international humanitarian and/ or development field
- Experience in designing and conducting quantitative and qualitative food security & livelihood assessments in developing countries
- 5 years or more of relevant and progressive experience in food security analysis including IPC
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Experience conducting field work in emergency contexts especially in South Sudan;
- Demonstrated proficiency in the use of several statistical tools and methods for food security analysis.
- Developed practical expertise in food security analysis and mapping by participating in multiple assessments in countries, including the design, data collection and analysis.
- Demonstrated technical knowledge and understanding of WFP vulnerability mapping systems and emergency assessment standards.
