Provide technical leadership, strategy-oriented operations in resilience and livelihood programming; support the design, monitoring, evaluation, reporting, planning and partnership processes in order to encourage improvement and continuous innovation in accordance with World Vision standards and directives while ensuring that – Government policies and strategies.
Main responsibilities
Resource Acquisition: Support the “Acquisition and Resource Management” department in the identification, evaluation and design of new resilience and livelihood projects and programs, including the development of grant proposals, frameworks logic, monitoring and evaluation plans and budgets in line with the LEAP framework.
Program development, implementation and capacity building: ensuring continuity in strategy development, supporting teams / facilitators implementing resilience and livelihood projects / programs by regularly providing training, tools including the resources necessary to facilitate rapid and quality implementation of projects / programs.
Deploy project models: Ensure that the BSL “Building Secure Livelihoods” (BSL) integrates economic strengthening approaches using a wide range of resilience and livelihood models, including without however, limit yourself to the following:
- Promotion of market gardening in order to reduce the dependence of vulnerable households on rain-fed production and improve the diversity and availability of quality food;
- Development of the Local Value Chain (LVCD);
- Management of Natural Agricultural Resources (FMNR): promotion of sustainable management of natural resources among targeted project participants using the FMNR implementation approach to improve production;
- Community management of disaster risk reduction (CBDRM) and scaling up of the guarantee system.
- Monitoring, evaluation and planning: Support the monitoring, evaluation, planning and reporting processes of resilience and livelihood sector programs, with the development of tools that can facilitate effective implementation and quality of project deliveries.
- Innovation: Facilitate the introduction of new practices, methodologies or innovative concepts in World Vision Niger’s resilience and livelihood programs.
Qualifications / Training, Experience and Skills
- Minimum qualification required: Hold a University Diploma in agriculture, food security, agroforestry or a related discipline.
- Experience: 3 years in the management of livelihood management programs / projects, preferably in a management position in international NGOs or in a project / program management role in United Nations agencies.
- Preference : Master in international development, agriculture, food security or related discipline or additional diplomas or certificates in specific fields such as rural agriculture, economics, climate change, resource planning and agricultural production. Community development work experience
Technical skills and aptitudes:
- Good command of French and English.
- Excellent project management skills and good understanding of the project life cycle
- Excellent understanding of best practices in food security and livelihoods approaches in community development
- Experience with development project management tools such as logical frameworks, monitoring and evaluation tools, budgets.
- Excellent supervisory skills, including training, mentoring and staff support
- Excellent written and verbal communication skills, including report writing and formal communication skills.
- Excellent computer skills, including proficiency in MS Office and Lotus Notes (or other primary email system such as Microsoft Outlook).
- Strong negotiation skills.
- Intercultural sensitivity, flexible worldview and ability to work with a wide range of people from different backgrounds.
- Emotional and spiritual maturity and ability to lead a team of professionals.
- Good understanding of World Vision and Sphere relief standards.
- Knowledge and respect of the Red Cross and NGO Code of Conduct.
- Ability to demonstrate an exemplary lifestyle, as interpreted in the specific local cultural context.
