The Defence Office wishes to establish a roster of suitable candidates for the position of P-1 Assistant Evidence Reviewer as a result of this selection process for any vacancy that may arise for both fixed-term established and general temporary assistance posts.

Depending on professional background, experience and family situation, a competitive compensation and benefits package will be offered. The successful applicant may be offered a fixed-term or a temporary appointment. Regular contracts at the Special Tribunal for Lebanon (‘Tribunal’) normally run to 31 December 2020. Subsequent extension(s) are subject to the terms of the Tribunal’s mandate and/or the availability of the funds.

The Tribunal is an international inter-governmental organization with its own independent legal identity and not a United Nations organization. However, the Tribunal follows the UN common system of salaries, allowances and benefits. UN staff members may also serve on loan or secondment from their parent department/office, if selected.

It is not necessary at this stage to send copies of qualifications, previous employment contracts, entire publications, etc.

Responsibilities

The Defence Office is one of the four organs of the Tribunal. Its mandate is to promote and protect the rights of the defence. This duty includes maintaining a list of qualified Assistant Evidence Reviewers to assist the Defence Counsel with the representation of a suspect or accused before the Tribunal.

This announcement is an open call to fill a roster of qualified Assistant Evidence Reviewers. Candidates will be interviewed before being admitted to the roster. Suitable candidates selected from the roster may be hired as staff member(s) and would work directly with the Counsel of a Defence team.

Under the supervision of the Counsel, the Assistant Evidence Reviewer is responsible for the performance of the following duties:

Review evidentiary materials and extract relevant information pertaining to the case;

Support the process of defence investigations, including by carrying out evidence review in accordance with relevant guidelines;

Assist in identifying documents for disclosure and preparing summaries of evidence;

Assist and support the proceedings by retrieving information and allow its analysis and use by the team in a trial litigation perspective;

Carry out searches based on key word criteria;

Work in the legal workflow database and create reports on specific issues;

Use software for electronic disclosure and redactions;

Maintain organized files and meet tight deadlines;

Assist the Counsel in his analysis of the evidentiary material and in the presentation of his findings;

Perform any other relevant functions as required.

Technological Awareness: Advanced computer skills; full proficiency in the use of Microsoft Applications and the use of other IT applications.

Qualifications

  • Education: ‘ Education: University degree in a relevant subject such as law, international relations, management, information technology. Study of criminal law/public international law, international criminal law or Lebanese law is an asset. Possession of an advanced university degree in a relevant field may be considered in substitution of years of experience.
  • Work Experience: A minimum of 2 years of relevant experience, including experience in the practice of evidence review or case management at a domestic or international criminal court. Knowledge of database software, evidence presentation tools and / or legal analysis software is required. Prior experience in international criminal cases and other complex cases such as multi-defendant cases or terrorism cases is an asset. Prior experience of working with telecommunications evidence is an asset.
  • Languages: Arabic, English and French are the official languages of the Special Tribunal for Lebanon. For this post, fluency in oral and written English or French is required. Working knowledge of the other official language(s) is a strong asset. Working knowledge of Arabic would be an important asset.
