Organizational Setting The Forestry Policy and Resources Division (FOA) leads FAO’s work in promoting sustainable forest management and providing leadership on the environmental, social and economic dimensions of forestry, including its contributions to poverty reduction and food security and nutrition. It liaises with member countries, civil society and the private sector in aspects ranging from development of effective forest policies to forest conservation and management issues, and strengthens the role of forests in climate change mitigation and adaptation. The Division also collects, analyses and disseminates information on the world’s forest resources and on the production, trade and consumption of wood and non-wood forest products. The post is located in the Reducing Emissions from Deforestation and Forest Degradation (REDD+)/National Forest Monitoring Cluster of the Forestry Department. The work of the Cluster supports implementation of FAO’s Strategic Programme 2 ‘Making agriculture, forestry and fisheries more productive and sustainable’.

Reporting Lines The Programme Officer reports to the Operations Coordinator (REDD+/NFM) under the overall guidance of the REDD+/NFM Coordinator and the Director, FOA.

Technical Focus Operational management support and financial monitoring of the REDD+/NFM Cluster’s global portfolio of projects, throughout the project cycle. Key Results Develop, implement, monitor and evaluate assigned programme/projects.

Key Functions

  • Carries out basic research on selected aspects of programmes, operations and other activities; collects, analyses and presents statistical data and other information gathered from diverse sources;
  • Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging development issues and trends, participation in impact evaluation or equivalent studies;
  • Participates in survey initiatives; issues data collection tools, reviews, analyses and interprets responses, identifies problems/issues and prepares preliminary conclusions;
  • Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications;
  • Undertakes outreach activities; participates in the development of training workshops, seminars; participates in and makes presentations on assigned topics/activities;
  • Participates in field missions, including provision of substantive and administrative support, data collection, etc.;
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and preparation of related documents/reports (pledging, work programme, programme budget).

Specific Functions

  • Supports the coordination of activities related to the Cluster’s funding by consolidating and analysing data necessary to create the Cluster’s Annual Budget and Staffing Plan;
  • Provides financial and administrative advice and support to the Operations Coordinator and to other project staff, on the implementation of the Cluster’s projects;
  • Analyses transactions related to the Cluster’s global projects, and undertakes such reviews and inspections as may be necessary, after consultation with the Operations Coordinator and the REDD+/NFM Coordinator, to confirm that the administrative and financial procedures devised are operating as expected;
  • Prepares briefs, periodic updates, and official financial reports (result-based, when necessary) as delegated by the respective project’s budget holder, and in collaboration with the FAO Finance Unit;
  • Maintains financial and managerial control systems of the Cluster’s projects expenditures, clearances, budget revisions, field budget authorizations, reports, and operational and financial closure;
  • Liaises with other UN agencies on administrative and financial matters related to the UN-REDD Joint Programme and other programmes when applicable;
  • Provides financial advice to FAO country office staff on matters related to the Cluster’s projects as required;
  • Participates in the Cluster’s resource mobilization efforts by proving sound project budgets as well as operational support in collaboration with the REDD+/NFM Cluster’s Coordination team. CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in business administration or public administration, social science, political science or a related field;
  • Three years of relevant experience in project or programme management, administration or a related area;
  • Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills

  • Work experience in more than one location or area of work, particularly in field positions is desirable;
  • Extent and relevance of experience in the field of administration, human resources, finance and management;
  • Extent and relevance of experience in programme/project formulation, analysis, planning and implementation;
  • Extent of knowledge of planning and budgetary processes and associated tools both online and offline (MS Excel, MS Project, and other tools);
  • Knowledge of the REDD+/NFM’s clusters programmes/projects’ subject matter, donor platform, and programmatic priorities is considered a strong asset;
  • Understanding of FAO policies and programmes is considered a strong asset.
