Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States. CRS works to save, protect, and transform lives in need in more than 100 countries, without regard to race, religion or nationality. CRS’ relief and development work is accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance and peacebuilding.
CRS has been supporting program activities in Zimbabwe since 1989 and has long-standing relationships with Church and non-Church partners and communities throughout the country. Zimbabwe program implements projects through 19 partners in 23 districts in the areas of health, OVC, food security and agricultural livelihoods, shelter, WASH and peacebuilding.
About the program
The United States Agency for International Development (USAID) Office of Food for Peace (FFP) is seeking applications for funding for development food security activities in Zimbabwe from 2020-2025. Drawing on previous experience in managing USAID Food for Peace (FFP) awards in Zimbabwe, as well as considerable experience managing and implementing FFP awards globally, CRS will be submitting a proposal in response to the anticipated 2020 FFP Development Food Security Activity (DFSA) Request for Applications (RFA). The proposed program will involve a multi-sectoral response to build resilience and address food insecurity and malnutrition in Zimbabwe, with focus on Matabeleland North.
Job Summary
You will manage programming in the Country Program (CP) for the DFSA program, designing and implementing a community visioning strategy for the program, advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. Your management skills and knowledge will ensure that the project delivers high-quality programming and continuously works towards improving the impact of its programming.
Job Responsibilities
- Manage and implement community visioning activities throughout relevant project cycles, project design, start-up, implementation and close-out, to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure project team and partner staff use the appropriate systems and tools.
- Engage communities through an in-depth, iterative processes that continues throughout the life of the project, collectively identifying challenges and opportunities and the array of resources needed to address them.
- Build on existing cohesion among community members, strengthening where weak and ensuring psychological safety of poor and marginalized people to participate, contribute and feel integrated.
- Work closely with the Food Security Technical Lead to ensure that implementation meets the needs of the targeted communities and aligns with participant aspirations.
- In collaboration with the leads for Food Security, and Collaboration, Learning and Adaptation, engage communities in sustained participatory learning throughout the life of the program to guide any necessary adaptation and address challenges articulated by program participants as they strive towards realizing their development aspirations.
- Contribute to knowledge management and learning through collecting and analyzing program data and support the documentation of best practices and lessons learned in community visioning, to enhance food and nutrition security and facilitate their effective use to improve program quality.
- Coordinate the identification of technical assistance needs of partner organizations capacity strengthening and required interventions to support quality project implementation.
- Help identify, assess and strengthen partnerships relevant to the DFSA project applying appropriate application of partnership concepts, tools and approaches.
- Coordinate and monitor financial and material resources relevant to project community visioning activity needs and through planning and oversight, ensure efficient use of project resources
- Prepare technical reports according to agreement requirements
Typical Background, Experience & Requirements:
Education and Experience
- A Master’s degree in a Social Science, International Development, International Relations required.
- Minimum of 2 years of relevant field-based experience in coordinating or managing light to moderately complex projects required, preferably with an international NGO.
- Demonstrated experience in community visioning and social mobilization with particular experience in facilitating transformational leadership and shared visioning with communities.
- Demonstrated understanding and application of technical principles and concepts on youth, gender, age and other socio-cultural factors in the context of food and nutrition security programming, preferably in Zimbabwe.
- Experience and skills in networking and relations with donors, peer organizations, faith-based and civil society partners.
- Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management and knowledge-sharing networks.

Required/Desired Foreign Language: Ability to understand and speak Ndebele desired.
Travel Required: Ability to travel for up to 50% of time.
