A District Manager (School Based HIV/GBV Prevention Programme) vacancy is available at our Client Wits Health Consortium’s Reproductive Health and HIV Institute (RHI) in Cape Town – Western Cape.

The Wits Reproductive Health and HIV Institute (Wits RHI) is a renowned African-led research institute that seeks solutions to Africa’s health challenges.
It is located within the University of the Witwatersrand and addresses some of the greatest public health concerns affecting our region, including HIV and its related problems, sexual and reproductive health and vaccinology. This is done through pioneering, multi-disciplinary research; responsive technical support and innovation in health services; and evidence-based policy development and advocacy with national, regional and global stakeholders.
The Wits Reproductive Health and HIV Institute (Wits RHI) is a leading research institute attached to the University of the Witwatersrand. Our Key Populations Programme seeks a Technical Advisor to join our senior leadership team.
Main purpose of the job
- To provide training management, program coordination and oversee the district-level implementation of the School-based HIV & GBV program in order to ensure the delivery of outputs
Location

Key performance areas
- Communicate, promote and support implementation of the School-based HIV & GBV program at the community, sub-district and distrct levels
- Provide programme implementation guidance and support to District team members to ensure delivery of program activities according to timelines and budgets
- Constant consultation and planning with the provincial manager and district teams
- Conduct regular meetings with District team to ensure outputs are delivered and to review progress on implementation plan
- Review district implementation plans for effective implementation of the program
- Identify the needs of the program at a district level and obtain resources required
- Coordinate and troubleshoot all programme-related activities
- Organize and implement a training plan on the National School Safety Framework, SAFE schools, ISHP SOPs and other relevant trainings for the district, including conducting Training of Ttrainers
- Through the provincial manager, work closely with the National School Safety manager and the capacity building adviser/consultant to ensure that capacity building activities are implanted in the district
- Monitor the delivery and quality of training at the district level
- Participate in monitoring activities mandated by the trainings of DoE Educators and support staff
- Provide ongoing coaching, mentoring, feedback and support to the district training officer
- Participate in ongoing mentorship programmes initiated by other WRHI stakeholders
- Evaluate the effectiveness of training by obtaining feedback from stakeholders and/or relevant assessments
- Support the district team, ensuring that communication between the team is optimal and that program activities are coordinated and leveraged
- Ensure coordination across programme streams, ISHP, NSSF, Safe School, PrEP, Community Services and Linkage to care
- Support activities that promotes and advocate for adolescent and youth friendly service (AYFS) or youth zones at health facility and community level
- Maintain close communication with the M&E team to ensure adequate and regular reporting and documenting lesson learnt and success stories
- Develop and effectively manage relationships with relevant Wits RHI structures
- Contribute to the achievement of Wits RHI’s corporate goals and objectives
- Develop and effectively manage relationships with external stakeholders including DBE, DOH, DSD, donors and partners
- Serve as a representative of the Schools project on external forums / working groups in the district
- Coordinate programme activities with external agencies such as public health, NGO partners, regulatory bodies, donor monitoring and auditing agencies and others as necessary
- Supervise and manage line reporting in keeping with Wits RHI policies and procedures
- Attend to all staffing requirements and administration at a district level
- Supervise and manage the duties of supervisees to ensure optimal staff utilisation and maintenance of sound labour relations
- Perform and facilitate performance assessments
- Identify substandard performance by team members and take necessary corrective action
- Coach and train subordinates and team members to ensure the acquisition of knowledge and skills required by the organisation
- Promote harmony, teamwork and sharing of information
- Provide day-to-day support to all project staff
Required minimum education and training
- Bachelor’s degree or equivalent in Development Studies, Social Science, Public Health, Education, Management or related fields
- Computer Literate
- Drivers Licence
- Own car
Required minimum work experience
- At least 2-3 Years of experience working in Education, HIV/AIDS and Gender Based Violence with a focus on comprehensive sexuality education, child protection, Gender Based Violence (GBV) and youth programs
- Experience in working with SAG ministries (DBE, DSD, DOH) and other government departments
- Experience training educators in CSE and/or HIV prevention, school safety and violence prevention education; additional experience training health or other sector workers and/or training of communities in health and HIV prevention beneficial
- Understanding and knowledge of CSE, HIV, SRH, GBV
- Experience with PEPFAR funded project will be an added advantage
- Excellent written and oral communication skills in English, including report writing
- Able and willing to work flexible hours as needed and without constant or close supervision
- Demonstrated role in strengthening coordination and facilitate project implementation at district level
- Understanding of the school environment and experience in working with government departments at all three levels of government

- Able to maintain confidentiality, tact and professionalism at all times
- Able to exercise discretion, high levels of initiative and decision-making in consultation with the line manager
- Self-motivated, able to work independently and work as part of a multidisciplinary team

- Ability to manage and lead a team
- The environment may at times be busy, noisy and need excellent organizational, time and stress management skills to complete the required tasks
- Able and willing to work flexible hours as needed and without constant or close supervision
- Must be a South African national or permanent resident with fluency in English and in at least one local indigenous South African language
