BACKGROUND

UNICEF crystallized and clearly articulated its key priorities for the next four years and for the Sustainable Development Goals (SDG) era, in documents such as the Strategy for Health, 2016-2030; Health Systems Strengthening Approach, UNICEF’s UHC Briefing Note (visible as Appendix 1 here), Nutrition and WASH strategies and most recently the Strategic Plan, 2018-2021. The UN Secretary General’s Global Strategy also underwrites a forward-looking approach to child health in the SDG era, and the Operational Framework for this Strategy should inform the planned implementation, monitoring and evaluation of programme activities in the forthcoming period. The most recent Global Conference on Primary Health Care on 25-26 October 2018 in Astana, recommitted to strengthening primary health care (PHC) as the most inclusive, effective and efficient approach to enhance people’s physical and mental health, as well as social well-being, and that PHC is a cornerstone of a sustainable health system for universal health coverage (UHC) and health-related SDGs. These agreements and developments at global level serve to guide UNICEF’s health programmes at country, regional and global level.

Supportive to the realization of health results in the 2018-21 Strategic Plan, the Health Section is currently working with the Public Partnerships Division (PPD) and Private Fundraising Partnerships (PFP) Division to mobilize resources for Health Thematic pool and for Health programme specific interventions. Towards mobilizing resources to fulfil the priorities outlined in the Strategic Plan, colleagues in Health Section, UNICEF senior management and PPD/PFP typically engage with donors throughout the year to broaden partnership, mobilize additional resources and ensure timely utilization and reporting. Together with PPD, partner engagement strategies have been developed for key public-sector resource partners in Health. These strategies outline the role of the partner in global health, the current relationship with UNICEF offices, outcomes of ongoing engagement and planned engagement.

The Consultant is part of the Office of Associate Director, Health (OAD) in NYHQ and will report to the Senior Programme Manager (Strategic planning, monitoring and reporting) of the Health Section. The incumbent will maintain strong relationships with colleagues in the Health Section, relevant UNICEF regional and country offices, colleagues in PPD and PFP and external partners to support broadening of partnerships and mobilize additional resources.

Terms of Reference / Deliverables

The individual contractor is expected to work on the following deliverables for the duration of the contract:

Maintain an up-to-date Health programme engagement strategy for key resource partners (public and private), in collaboration with PPD/PFP focal points and Health programme colleagues.
In line with the strategy, coordinate preparations for upcoming senior management engagement with partners, including preparation of talking points/interventions and in recording outcomes of the engagement. Follow-up with Health colleagues and PPD/PFP focal points on strategizing for upcoming engagements and outcomes related to engagement, in line with established procedures.
Coordinate and support the development investment cases / portfolios, tailored proposals, presentations and other material in support of the resource partner specific Health programme engagement strategy.
Participate in coordination mechanisms, such as, Unit Head meetings and PD-Health interactions with PPD, PFP and senior management.
Support OAD in coordinating and managing communications with resource partners, ensuring that this communication is aligned to the engagement strategy.

Qualifications

An advanced university degree (Masters) is required in one of the following fields: international relations, political science, communications, international development, or another relevant technical field.

A minimum of eight years of professional experience in one or more of the following areas is required: public affairs, programme management, resource mobilization, external relations, or other relevant area.

The ability to allocate appropriate time and resources for successful achievement of goals, and foresee risks and allow for contingencies when planning. Ability to implement clear goals that are consistent with agreed strategies, identify priority activities and assignments, adjust priorities as required.
Authoritative knowledge of practices in partnership development and resource mobilization.
Diplomatic communication and negotiation skills to establish and maintain trusted partnerships for achievement of objectives and to develop close and effective working relationships with diverse stakeholders. In-depth familiarity with political and governmental processes
Demonstrated ability to formulate new approaches in respect of resources management and outreach- related activities. Skill in the identification of new opportunities or requirements to meet challenges in the field and propose changes.
Excellent communications skills, verbal and written.
Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset
Ability to demonstrate organized multi-cultural working environment and a team player.

Indicate your availability

Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
