BACKGROUND

The purpose of this assignment is to provide ML cover for the Child Protection Specialist, Social Norms and Harmful Practices (L3).

UNICEF’s work on the prevention of harmful practices (with a focus on FGM) is a corporate priority and embedded in UNICEF’s Strategic Plan (2018-2021). This corporate commitment provides a favorable institutional environment for expanding work on ending FGM through the Joint Programme which covers 17 countries and will be delivered jointly through UNFPA and UNICEF. This work also responds to SDG 5.3 which aims to eliminate all harmful practices, such as female genital mutilation.

Under the direct supervision of the Child Protection Specialist (Prevention of Harmful Practices FGM), the FGM Consultant will work closely with the other members of the Harmful Practices Team, the Child Protection Section and the UNFPA/UNICEF Joint Programme on FGM. The Consultant will also liaise with the Data and Analysis section Child Protection focal point related to data and data analysis, other sections in Programme Division, other offices in Headquarters, Regional and Country Offices, other UN Agencies, and Government officials to promote the elimination of FGM.

Terms of Reference / Deliverables

Under the guidance of Child Protection Specialist (Prevention of Harmful Practices FGM), is responsible for technical support and quality assurance for the design, implementation, and reporting on global and country specific programmes for prevention of harmful practices and particularly FGM in line with UNICEF policies and procedures, including Results Based Management principles and UNICEF s Strategic Plan. The position will contribute to the outcomes outlined in the UNICEF Strategic Plan 2018-2021, Outcome Area 3 Child Protection.

Provide technical support to regional and country offices in the planning, development and implementation of all stages of programming for the protection of children from harmful practices within the context of the UN Joint Programme on FGM.

Proactively engage key partners on issues related to FGM, including the Joint Programme Steering Committees, the FGM Donors Working Group, other UN agencies, NGOs, academic institutions and the private sector in order to leverage these partnerships to achieve greater results for children.

Develop programme knowledge acquisition through systematic collection of country programme experience (lessons learned, best practices, reviews, evaluations) in the protection of children from harmful practices, with particular attention to FGM.

Strengthen capacity at country and regional levels by developing technical guidance and tools, informed by a collected body of knowledge that can be shared and replicated across countries.

Qualifications

Advanced university egree in Social Sciences, International Development and other related technical fields.

English and French is requiredFive years of progressively responsible professional work experience at the national and international levels in programme management, including monitoring and evaluation, in child protection or a related field.Demonstrated understanding of social norms and social norms change in programmatic application.Knowledge of child protection, gender, human rights and social norms programminExcellent written and verbal communication in English.Good judgment, initiative, high sense of responsibility, tact and discretion.Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.)

Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
