OBJECTIVES OF THE PROGRAMME

The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies and act as Provider of Last Resort, as per IASC guidelines.

DESCRIPTION OF DUTIES

Under the direct supervision of the Head of WHO Country Office Bangladesh and the overall guidance from Regional Emergency Director, the incumbent is assigned the following responsibilities:

  • Represent the WHO Representative in interactions with the Minister of Health of the Government of Bangladesh and with the senior officials operating from Cox’s Bazar. Serve as the Head of WHO Sub-Office in Cox’s Bazar and supervise all functional areas of the Office.
  • Serve as a liaison with the Ministry of Health in Cox’s Bazar.
  • Lead WHO’s Incident Management System at the sub-national level, assess and reassess the emergency situation, the health risks and the health response capacity, readjust sub-national strategies in line with the national orientations and set objectives appropriate to the level of the required response to address health service delivery gaps while striving to reach health sector performance standards.
  • Manage operational planning and implementation of WHO operations at the Sub-Office with central health authorities, district, and sub-district level. This includes coordination in the technical, normative, and operational inputs, in cooperation with health authorities to ensure fulfilment of WHO’s critical functions.
  • Support national and local health authorities and partner with UN agencies, international, governmental and non-governmental organizations/institutions, with emphasis on the coordination and consolidation of health-related activities as well as the mobilization and coordination of resources.
  • Oversee the implementation of relevant monitoring, evaluation, accountability and learning processes at the district and sub-district levels.
  • Guide the WHO’s team in Cox’s Bazar on a continued self-assessment and reflection on planning, budgeting, operational service delivery. This includes optimal use of WHO financial, technical, logistics and human resources through effective and efficient management of the office, compliance with WHO rules and regulations.
  • Work closely with the WHE at Country Office on a daily basis and contribute to the overall WHO work in response to the protracted emergency.
  • Make recommendations on WHO response staffing needs; liaise with WHO Country Office to ensure timely mobilization of the required human resources.

10.Provide the Security Officer, on daily basis, with an updated list of staff, consultants, partners and dependents present at the respective field locations.

  • Provide the WHO Country Office and Regional Office with briefings, situation reports and event management information; to enable the overall continuous monitoring and planning process to feed into WHO’s communication and advocacy products, situation reports, etc.
  • Bring issues and concerns to the attention of the Country Office and WHE at Regional Office with a recommended course-of-action.
  • Contribute to building the national capacity through need identification, development, operationalization and implementation of a capacity-building and training plan.
  • Conduct regular and frequent coordination meetings with all district health and other sectors’ partners, convene internal meetings to monitor and evaluate programme implementation, sub-district work plans, facilitation of resource mobilization, prioritization, accountability of all stakeholders and effective decision-making.

15. Engage with other relevant local authorities and civil society to facilitate and ensure the smooth implementation of the agreed strategy.

16. Guide, manage and implement resource mobilization strategy and advocacy.

17. Perform any other event-specific related duties, as required by the functional supervisors

REQUIRED QUALIFICATIONS

Education

  • Essential: Medical Degree and master’s degree in health-related field from an accredited/recognized institute
  • Desirable: Specialized training in emergency management; specific training in humanitarian response.

Experience

  • Essential: At least ten (10) years’ of relevant experience including considerable experience obtained in an international context, part of which at least 5 years in a leading role and management of health response in Grade 2 or Grade 3 emergencies at the national and international levels and in planning, implementing, monitoring and evaluation of emergency incident management and response programmes. Relevant work experience in outbreaks and health emergency management and related strategy development with WHO, UN agencies and/or international organisations. Considerable experience in managing teams, budgets and resources including developing and promoting collaborative actions with national authorities.
  • Desirable: Prior humanitarian working experience at field level with WHO, other UN agencies, health cluster partners or an international nongovernmental or recognized humanitarian organizations with expertise in disaster and outbreak response. Demonstrated experience working with subnational health authorities (province, region and/or district) at country level.

Skills

Sound knowledge in planning, management, monitoring and evaluation of health programmes, including budgeting and resource management.

Proven skills in working with partners and strengthening their technical, management and operational capacity within the incident management system

Excellent skills in the assessment, monitoring, analysis and evaluation of emergency situations, with the ability to conceptualize and implement innovative strategies and advocate their implementation.

Demonstrated skills in strategic planning, organization and guiding actors and groups towards agreed goals

Authoritative and comprehensive knowledge of the theory, principles, methods and techniques in international emergency incident management system.

Demonstrated ability to produce results, while respecting WHO’s professional, ethical and legal framework

Other Skills (e.g. IT): Proficient in MS Office Software applications, data analysis and technical presentations.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 87,108 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2475 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
